Kevin Talbert is past president of the Oregon Community College Association and has served on the Rogue Community College Board since 2003. During his 26 years at Southern Oregon University (SOU), Talbert served as director of extended campus (ECP) programs and chief information officer (CIO). ECP managed summer session and all off-campus programs, including distance learning, Medford Campus, conferences and workshops, community education, and continuing professional development. While serving as CIO, Talbert was responsible for all SOU voice, data, and video systems including Rogue Valley Community Television and hosted a monthly program called “Tech Talk.”
At SOU, Talbert was also involved in many community efforts and was instrumental in starting many programs, including the Master in Management (MIM), Academy and SOLIR (now OLLI). He was regional president of the University Continuing Education Association and served two terms on the national board.
Talbert is a community volunteer active in many local sustainability efforts and is on the steering committee for Friends of Research and Extension and is vice president of the Crater Lake Natural History Association. He is also an active volunteer with The Nature Conservancy, serves on the board of Thrive (The Rogue Initiative for Vital Economy), and volunteers at the Jackson County Animal Shelter.
Talbert holds a PhD in higher education administration from the University of Northern Colorado, a masters in college student personnel from the University of Wisconsin, La Crosse, a BA in political science from the University of Minnesota, and a certificate in the management of lifelong education from Harvard.
Talbert is a US Army veteran (1969–71) who served in San Antonio, TX and Asmara, Ethiopia as a dental assistant and hygienist. Prior to that, he was a Peace Corps volunteer serving in Nigeria (1966–67) and later as a recruiter for Action (Peace Corps and VISTA).
Talbert enjoys reading, movies, natural history, and many outdoor activities including hiking, fishing, rafting, and camping.
